hey Scott,
I don't know whether Penske is returning to the IRL or not, but I doubt they would be leaving for Champ Car. It would certainly shift the balance of the division, but I think that if Penske does leave its to concentrate on sports cars. Maybe down the road he'd return, but I think for the time being he'd go concentrate on his sport car program. But I hope i'm wrong!
